Private building certifier in the Woollahra Municipal Council area
CertifiBuild certifies homes, additions, pools and outbuildings across Woollahra. Heritage is the main local issue. Fifteen conservation areas cover close to one quarter of the council, including entire neighbourhoods in Watsons Bay, Woollahra and Paddington.

Heritage neighbourhoods
Woollahra is full of Victorian terraces, villas and cottages, along with Federation semis and older blocks of flats. Fifteen heritage conservation areas are listed in the Woollahra Local Environmental Plan 2014. In these areas, council considers what each building adds to the street's character. Even a small external change can need more assessment than it would elsewhere.
Complying development is restricted in conservation areas. A complying development certificate (CDC) is a code-based approval a private certifier can issue. Where one is not available, a development application (DA) goes to council. The Woollahra Development Control Plan 2015 has chapters covering roof form, external materials and front fences.
Floor space in Paddington and Watsons Bay
A 2026 amendment removed the floor space ratio from the maps for several housing types in three conservation areas: Watsons Bay, Woollahra and Paddington. That applies to semis, dwelling houses, dual occupancies and attached dwellings. There, building bulk is now controlled by the applicable DCP chapter. For Watsons Bay cottages, the controls include a two-storey limit, a footprint control and a materials palette.
Harbour foreshore
A foreshore area is mapped along the harbour at Watsons Bay, Vaucluse, Rose Bay, Point Piper, Darling Point and Double Bay. Inside it, you can only alter or rebuild an existing building, or add pools, fences and waterfront structures. CDCs are not available in that area. Inland suburbs such as Edgecliff, Bellevue Hill, Paddington and Woollahra are not affected. On steep Vaucluse sites, plan footings and retaining walls early in any rebuild.

Local know-how
Woollahra neighbourhoods and their approval quirks
Bellevue Hill
Bellevue Hill has more residents than any suburb wholly inside Woollahra, yet few heritage limits. Heritage has little effect here, since its three tiny conservation areas take in less than 1% of the suburb. It also has no water frontage. So a knockdown rebuild or new house can often use a CDC where it complies with the code. Because of the slopes, owners often ask for pools, garages, retaining walls and terraced gardens. When council assesses a DA, it also considers tree retention and canopy.
Rose Bay
Two councils share Rose Bay, with Old South Head Road as the dividing line. About four-fifths is in Woollahra and the eastern side is in Waverley, with different plans, heights and lot sizes. Overland flooding affects the flat land running from the shops down to the bay. Council sets the flood planning level at the 100-year flood plus half a metre. Most of Rose Bay is mapped for acid sulfate soils, with the greatest risk near Lyne Park. Both can affect pool and slab design.
Double Bay
Double Bay is the municipality's commercial heart, and most homes are flats. Its only conservation area is a small pocket on Transvaal Avenue. Heritage mapping is no barrier to new houses or dual occupancies in streets on the centre's northern and western sides. The minimum lot size across most residential land is 700 square metres. Height limits on most residential land are 9.5 metres or 10.5 metres.
Darling Point
Darling Point is mostly apartments, but its houses can be complex. In the Mona Road conservation area, some houses from the early 1900s were turned into duplexes and triplexes during the 1920s. Their outward form did not change. The real dwelling layout needs confirming before work starts. One area of the suburb sets its minimum lot size at 1,100 square metres, a figure used nowhere else in this council.
Why Woollahra owners and builders rely on CertifiBuild
We certify homes and Class 10 work only, from harbourside rebuilds to pools on steep blocks. We look at the council boundary, flood information and lot size maps for each property before design is fixed. We know how Woollahra's LEP and DCP chapters apply to different streets. Builders get clear answers without long waits. Inspections are timed to suit the build program, not our diary.

Local questions
Questions we hear in this area.
No two lots are alike. Share your address and we will review the maps that cover it.
All council areasDoes a conservation area cover my terrace in Paddington?
Quite likely. Paddington is one of three Woollahra neighbourhoods where conservation areas cover whole streets rather than individual houses. Inside one, council weighs what your terrace contributes to the look of the street, and even small external changes can attract closer assessment. Complying development is restricted there, so many jobs need a development application (DA). Since a 2026 change, building bulk for houses and terraces across Paddington’s conservation area is set by the development control plan (DCP) instead of the old mapped ratio of floor area to site area. We check the mapping first.
Is a pool allowed within the Point Piper foreshore area?
Yes, pools sit on the short list of work permitted in Point Piper’s harbour foreshore area, along with fences, waterfront structures and changes to an existing building. However, complying development certificates (CDCs) cannot be used there, so the pool needs a development application (DA) to council. The foreshore area runs along the harbour from Darling Point through to Watsons Bay. On steep waterfront lots, plan footings and retaining walls early. Ask your surveyor to show the foreshore area on the site survey before the pool is designed.
Will the proposed Edgecliff rezoning affect my project?
Not yet. The state’s proposal for land near Edgecliff station went out for public comment over September and October of 2026, yet no new plan has been made. Until that happens, the Woollahra Local Environmental Plan (LEP) 2014 and Woollahra development control plan (DCP) 2015 still apply to your property. Edgecliff is also clear of the harbour foreshore area, so foreshore limits will not affect it. Plan under today’s controls, and recheck if your build is still some time away. We can confirm the current controls for your lot.
